If you have a movie that is not a legal DVD resolution and you want to resize it, I can recommend one of the modified versions of VirtualDub. Either VirtualDubMod or VirtualDubMPEG2.

Load the movie, add the resize filter and maybe a noise reduction filter. Then frameserve to an MPEG encoder such as MainConcept or TMPGEnc.
